Judge Simon Carr made clear his disapproval, calling the incident ‘appalling’ and criticising Rescorla for failing to learn from a similar fine handed down in 2023. Simon Cadman, principal enforcement officer for Cornwall IFCA, stated this was the worst behaviour their officers had encountered, adding that the authority ‘will not tolerate illegal and unreasonable behaviour’ that prevents inspections.
